The Digital Millennium Copyrights Act (DMCA) is copyright law enforced in the US as well as in the other countries members of the World International Property Organization (WIPO). DMCA takedown procedure is a challenging task for any ISP, so it's often exploited to shut down legitimate sites, such circumstances create a great demand on DMCA ignored hosting providers. Such hosting companies theoretically ignore DMCA notices it receives from copyright holders.
